Yes, and setting it up is part of ad management. The pixel is what tells Meta which ads turned into calls and form fills, so the campaign can go looking for more of those people instead of more clicks. If your site doesn't have one, I install it and watch the events come through before we spend anything. If it does, I check what it is recording, because a pixel that only fires on page views isn't tracking anything you can optimize against.
You pay Meta directly for ad spend, separate from my management fee. Your budget stays visible and under your control.
